The Secretary of State presents his compliments to Their Excellencies and
Messieurs and Mesdames the Chiefs of Mission and has the honor to inform the
Chiefs of Mission that this circular note will replace all other prior policies
regarding diplomatic parking policies in effect at Washington, DC area airports.
The Chiefs of Mission are informed that the Congressional, Supreme Court,
and Diplomatic parking area at Ronald Reagan Washington National Airport
(DCA) remains closed due to continuing construction. As construction continues,
vehicles bearing diplomatic "D" license plates and displaying placards issued by
the Department's Office of Foreign Missions (OFM) (inside the windshield or on
the visor, where clearly visible) will remain eligible for free parking in garages A,
B, and C. During construction, drivers will find that space in these garages may be
limited. If these garages are full, vehicles bearing diplomatic "D" license plates
and displaying placards may also park for free at any of the airport's public parking
lots, such as the economy Lot. To be exempt from payment at any of the airports
public garages or lots, diplomats are required to sign their parking receipts and
present their Department-issued diplomatic identification cards to the parking
attendant upon exiting the parking facility.
At Washington Dulles International Airport (IAD), due to limited facilities,
vehicles bearing diplomatic "D" license plates and displaying placards issued by
OFM (inside the windshield or on the visor, where clearly visible) are eligible for
free parking in the terminal lot and garages 1 and 2. To be exempt from payment
at any of the airport's public garages or lots, diplomats are required to sign their
parking receipts and present their Department-issued diplomatic identification
cards to the parking attendant upon exiting the parking facility.
At Baltimore/Washington International Thurgood Marshall Airport (BWI),
due to limited facilities, only Chiefs of Mission in possession of a Department-
issued diplomatic identification card which lists their ‘Title’ as “Ambassador” are
eligible for free “VIP” parking. Parking is available in the daily or long-term
garages and there is no need to display the aforementioned airport parking placards
at BWI.
The Metropolitan Washington Airports Authority has issued a parking map
with detailed parking guidance at DCA and IAD for the foreseeable future, which
is enclosed for reference. A parking map for BWI is also enclosed. Construction
