Closure of RWY 22R to convert a portion of the
asphalt to Portland Cement Concrete Pavement.

The NW flow would not be affected and would be
the preferred option.
The obvious impacts to the 4/9 east/northeast
configuration would be reduced to a 36-38 rate for
single landing runway (opposed to 61 for ARR 4R and
4L). SW flow 27/22 would be reduced to a 26-28
rate.
A South/Southwest flow, would be 22/15 which
would be a slightly lower rate than 4/9 single landing
runway referenced above. A 22/15 configuration
would be likely the most used option.
Work to occur outside of typical summer runway
configuration (22L/22R) when runway is heavily
used. Will also require closure of TWY N. Will try to
combine project with TWY N work.

Airfield Electrical Upgrades
Closures of portions of TWY C and other taxiways
for centerline and edge lighting infrastructure and

utilities, associated pavement markings, signage
and lighting improvements.

of service for an extended period of time.

visibility minimums for ILS or LOC RWY 1 will be

1200 RVR) approach procedures. RWYs 1 & 19
takeoff minimums will be raised from 500 RVR to

Phase 2 of VWH (DCA Runway 19 LDA Z)
Relocation and Replacement Project - Full outage
of RWY 19 LDA Z Approach
FAA project to upgrade the I-VWH localizer (LOC)
supporting RWY 19 at DCA.
The I-VWH LOC is off airport property across the
Potomac River approximately abeam the RWY 22
threshold.

On July 10, 2023, work commenced to upgrade the
DCA RWY 19 LDAZ approach (VWH LOC). The I-VWH
LOC supports the LDA Z RWY 19 instrument
approach procedure.
DCA RWY 19 LDA Z Approach will be taken OTS while
equipment is being relocated to a new shelter.
During this outage, RWY 19 LDA Y Approach will be
available, however it comes with higher minimums
from 720 feet with LDA Z to 1100 feet with LDA Y.
The RNAV (RNP) RWY 19 is also available with lower
minimums at approximately 500 feet. and the RNAV
(GPS) RWY 15 with minimums of 400 feet. The use of
both RNAV approaches will reduce DCA's AAR to 22
or less.
No delays are expected with ceilings AOA 1100 feet
or aircraft able to do the RWY 19 RNP approach.

Monitoring System (ALCMS) requires replacing.
Modification and update airfield vault #2. Replace
existing MWAA owned lights and signs with new
LED fixtures and transformers. Reconstruct 6 sign
foundations.

The existing lighted airfield signs, existing runway,
taxiway, and RGL light fixtures, and existing vault
regulators associated with RWYs 1R/19L, 1C/19C,
1L/19R, 12/30, and the Midfield Complexes require
replacing. All work associated with this project will
be within the Air Operations Area (AOA).
Most of work will be completed on mid-shifts.
There will be a 35-day closure of 1C/19C for Phase 1
with W3 and W4 intersections open.
A 25-30 day closure of taxiway sections for Phases 2-
5 with key intersections open.

platform.

Proposal to relocate the RWY 4 localizer to support a
more stable localizer signal. The relocation from a
pier over the water to an extension of the runway
deck platform will help eliminate signal reflection
issues with the tide changes. Project is on hold.

RWY 4 MALSR
RWY 4 ALS replacement. There is a 120-day
outage planned for the RWY 4 MALSR.

The minimums for the RWY 4 ALS project will be
increased to 4500 RVR. These minimums will remain
throughout the entirety of the project. If the
weather causes the minimums to go lower, this will
affect the RWY 13 ILS operations at EWR and TEB,
which could reduce the AAR from 34 to 28. In
addition, the loss of the RWY 4 ALS may increase
airborne holding delay and the number of missed
approaches.
Various state and city DOT offices, along with the
NYC Park service will be involved in this project for
permit approvals. Boring under Grand Central
Parkway and installing a light bridge catwalk over
the Grand Central Parkway are included in this
project.
